In the past, you had to be a trusted member to have access to "edit layout" page and you had to use html code etc to make it functional. Now there is the layout editor, but I think that it's not finished completely. But I think that you still need to be a trusted member, at least, in order to edit your layout.

Anyway, polls forum isn't the ideal place for such a thread, so I'll move it to help forum. I'm sure Zamiel and others know about this topic more details

From what JigSaw has said, anyone who is at least a Normal member can make layouts using the layout maker that he designed. To actually code your own layout you need to be Trusted. The FAQ section can be found here:
