If you mean you want the picture to be set as the layout for your background... you can't.

Right now only Vizzed Elite and up can edit their layouts. A new system for layouts is being worked on, but it's not out yet. I checked the picture and it could actually be done very easily.

P.S. I had trouble viewing the picture via the URL. If you edit the post, you can change the "url" tags to "img"
This will cause it to display the picture instead of the link.
