Not always. It depends on the era. For example, during summer is surely way cooler, compared to outside.
Besides there are spots in it, which are cooler and others, that aren't. For example, it's more cold while you're standing in front of the huge fridges, but the rest place is fine.

The supermarkets here in Australia are normally a comfortable temp.
I mean except for the aisles with the cold stuff of course, those are cold.
If you are cold or hot you will just get in and out as quick as possible.
It makes no sense for the supermarket manager to make the store an uncomfortable temp, if the temp is nice you will stay in the store longer and potentially buy more.
