I've seen it lots of times between animals of the same sex. It has to do probably with "domination", as many members mentioned already.
I don't think that you have to worry about it, just make sure that the under dog is ok, and doesn't hurt or suffer

As a dominant male over my dogs (alpha male) I personally wouldn't allow this if I saw it; I will break it up with a gentle kick as soon as I see it because I don't enjoy seeing equal-gender-on-gender albeit with dogs.
