I played this more recently, after a stint with Samurai Warriors 4, and the difference is night and day. There's less possible combos, and you start off with no one, just playing through the Anime story.

I mean I like starting with few characters, but this is ridiculous. The level bosses are also kinda bad, and beating on generic pirates isn't fun.

I liked Pirate Warriors 3 honestly. It felt like a faithful representation of the story up to that point in One Piece. I can't speak as to how it compares with other Warriors games, because those aren't generally my style.

I recently picked up Pirate Warriors 4 though, and it's a little better, in my opinion.
