Forget catch think about Mystery Dungeon Legendary Pokemon like Mewtwo or Celebi! Low recruit rate. You kill it and don't recruit it. Now you have to go through 99 floors all over again.

my hardest catch was prolly the legendaies in pokemon rebirth every pokemon is harder to catch in rebirth than the original emerald but the the legendaries geez who woulda thought i would get tired of playing right in the middle of a battle lol there so hard to catch it takes forever and now i have to do it all over again because i started all over lol

Rayquaza in HeartGold. it took about 30 ultraballs and 20 pokeballs. that thing just wouldnt be caught. but after over 50 tries and asleep it was caught....and wasnt worth it.
