The character with the highest reaction speed is probably the guy from SUPERHOT, since time almost stand still when you're not moving, giving you the ability to dodge bullets.

Fastest striking speed could be Raiden in Metal Gear Rising (can't confirm if he's as fast in the other metal gear games), since he not only strikes fast, but can go into some kind of slowmotion thing (I haven't played the game myself) and dice up enemies. He probably got a pretty good reaction time too, since he's pretty much a badass cyborg samurai and has been jumping between rockets launched by a enemy at some point. I'm not sure about his dodging though, but he seems like a pretty good candidate for as the character of the fastest combat speed.
