In the States, THE rarest pokemon is Celebi. You can still only get it by hacking your game. Other event-only pokemon have been given out, but Celebi remains the only one not out in the States:
Mew was given away on Pokemon Emerald games
Deoxys was given away on FireRed, LeafGreen, and Emerald games.
Arceus, Darkrai, and Shaymin were given away on Diamond, Pearl, and Platinum games. Darkrai was also availabe with a special downloadable mission in Pokemon Ranger: Shadows of Almia.
Jirachi was the pokemon available on the Pokemon Coliseum bonus disc in America.
Manaphy is available to anyone who has the original Pokemon Ranger, or to anyone who downloaded the special mission on Wi-Fi, and was also given away on Diamond and Pearl games.
As for pokemon I hate the most, it's Magikarp. They're so lame, I caught a level 90 one with a Luxury ball (fancy pokeball that increases friendliness, no better at catching than a pokeball) at FULL HEALTH!
