If I remember correctly the 4th gym is the electric gym? You need a strong ground type or fighting type to take down his electric and steal type pokemon.. Or you can level grind until your over powered and your pokemon refuse to listen. Me personally just go get a hariyama or geodude and get rid of them once you beat the gym. hope this helps.
