My theory is that the Poke Ball can catch you if the energy inside the Pokemon's body is sufficiently lowered. So while even though its sleeping or frozen if it still has a good amount of energy in its body it wont be captured. And even with low health, you can still have a lot of energy stored up. Thats my theory anyways

I think that a Pokemon just has the ounce of energy to break out. Although if they're frozen I think you should automatically catch them if you throw a Poke Ball at them
