When people make games, patches or software they sometimes release it will they are still working on it so that people can see what they are doing or test the thing for bugs.
These versions are called betas, which means they are not the full release.
The reason they have different numbers is because they are different stages in the development.
For example, the pokemon rebirth people released beta 1.3, then they made some bug fixes and released a new version for people to test and try, beta 1.4.
