I would say Lucario, but he's not legendary...close to, but not quite.

I'd have to say Deyoxes because he has many different forms to access the situation at hand.

Don't forget Mew & MewTwo. Mew is great because he can learn EVERY move in the game. MewTwo is great because he's incredibly strong and has a pretty wide variety of moves.
