You need to get though Icicle Tunnel (where you found the 5th gym leader then you will need surf don't remember who give it to you) from there you'll get to Cape Azure. You'll find Blake who tell you to go to the safari zone because someone is waiting for you there, you'll find a girl (can't remember the name) she'll want to battle you, after you win she'll give a bike, from there you need to go to over sea bridge (east from the Pokémon center) then you will find the 6th gym. Hope this help if you need anymore help just ask me I beat the game hard but fun.

I think the creator either programmed that glitch or forgot to fix it. Hope you save before you went to fought the legendary dragons or it suck to be you. That also happen to me before.
