I forgot to mention that my friend also uses a cell phone hotspot to get his internet, but it runs over 6mb download speed.
Could it have to do with the fact that he doesn't have an isp?

No, He joined my session as player 2 and setup his controller but when I went to choose the 2 player option on the main menu of contra I could not press down on my dpad to choose the 2p option.
So I started the game as 1 player hoping he could press start to join and he could not.

Sorry if this is the wrong forum to put this question in, the setup confuses me.
Me and my buddy have been trying to play contra together. We both are able to setup on controllers and it lets us know that we're both connected but When I try to choose 2 player (on the main menu of the game) I can't.
He can't press start and join either.
