About the lottery:
The lottery was founded by Coryl101, me. In this lottery, you will be taking a ticket. A number from 1-100. I will be using a random number generator located at random.org

Q: How much does a ticket cost?
A: A ticket will cost you 100 Viz. I will add you to the list when you have sent the Viz to me.

Q: How many can I buy?
A: You can buy up to 5 tickets per lottery.

Q: How long does a lottery session last?
A: Each lottery session lasts until Friday at 8:00 p.m. EST. That is when I will declare the winner.

Q; What is the prize for winning?
A: You will be receiving 100 Viz per ticket bought this session. So if 6 people entered and together they bought 18 tickets. You'd receive the total 1800 Viz everyone sent me. There will be an additional Viz prize if all 100 tickets are bought. The extra prize will be a secret and will have a seperate drawing for it at about 8:05 after the first drawing and everyone who entered will get a chance to win it.

Well, there are other cards with effects similair to what I'm trying to find out. Look up Invasion of Flames.

O.k. everyone, this is what I need to know. My friend and I are having a dispute on what is the PROPER effect of this yugioh card. My friend says that when this cards is summoned, you can not activate spells, traps, and effects for the rest of the turn. I think that it's really you can not activate them in RESULT to the summon, in REACTION to the summon. Here is the stuff that I'm talking about the rulings and the card effects.

This is the part of the effects that I'm concerned about:

When this card is Normal Summoned, Spells, Traps and other monsters' effects cannot be activated.

This is the part of the rulings that's the backbone of my argument:

The effect "When this card is Normal Summoned, the effect of Spells, Traps and Effect Monsters other than this card cannot be activated." of "The Winged Dragon of Ra" is only applied at the time of "When this card is Normal Summoned". After that time passes, players can activate the effects of Spells, Traps, and Effect Monsters.[3]
