Welcome to the world of Pokebominations!
This game's low quality is legendary to the point it's no longer compared to Pokemon Quartz. It's completely new level of terrible. Playing it is NOT enjoyable in any way and Pokemon fans, RPG fans, video games fans... people should stay away from this abomination.

Graphics: 3
It may look good at the beginning, and by beginning I mean before you get to see your choice of starters. I'm glad they didn't change the tileset, because if they did, there would be no time for my eyes to stop bleeding. The pokemon look like something drawn by a blindfolded 3 year-old with parkinsons. Some of them may look better than the others, but the first ones you see are the most hideous things ever created. Trainers' sprites aren't that bad except for the police. I know the romhacker was an edgy teenager in the "disregard the constabulary" phase but for God's sake, why did they make police officers look like gnomes, if they showed us that they can edit existing sprites well enough!

Addictiveness: 1
Geography. Topaz region is the worst place to be in. Seriously guys, how many times in your life have you seen a labyrinth made of trees, rocks and ledges on a road between two towns? In this game they're everywhere and they are there only to make your life miserable. You can't play it with speed button, because of ledges and playing without it would take years.
The other thing that makes me want to forget about this hack is quality of sprites. I'm not going to talk about it again.

Story: 2
Team Rocket member saves the world after incompetent policemen wakes a legendary dragon. It's like Pokemon Ruby but more edgy. Our protagonist is an unlikable douchebag, just like all the characters in this game. The best way to play is to forget about the plot, because reading makes the suffering last longer.

Depth: 3

Not what I expected.
When I started playing this game, I thought it was one of many terrible hacks on this site. I was genuinely surprised with what I saw. This isn't really a hack but a fix that makes this game even more enjoyable for a solo player: national dex from the start (I think), no trade evolution, no US and Japan exclusive events (actually no events at all; It's emulated after all).
I don't really know how to rate it 'cause I'm not rating FireRed here and there aren't that many changes: graphics, sound and plot are the same and only few new maps are added... wait a second! New maps? It calls for:

Graphics: 7
The new maps look great but sorta empty (especially Mew's island in Bill's machine). Can't say much more about them.

Addictiveness: 8
I rated addictiveness from nuzlocker's point of view. FireRed is easily nuzlockable but suffers from version exclusivity and trade evolutionness (Yeah, these are real diseases, I'm a specialist). Ultra Violet doesn't have this problem. It certainly is more pleasant to nuzlocke than the original.
Story: 4The only thing the creator of this hack messed up. Sevii islands got replaced with some meaningless island that is there only so you can catch non-Kanto pokemon. There was part of the plot on Sevii islands for crying out loud! The areas on the island aren't even properly labeled! There is no pokemon center! It has no purpose at that point of the game! And to get there you have to talk to some random girl! Why not use the Sevii islands boat script if there are no Sevii islands in this game! It makes no sense!
So yeah, if you ignore that nameless island, this game deserves a solid 8,5. Nuzlocking it was fun unlike some other hacks I played (inb4 you can stop if you don't like a game. My honor wouldn't let me do it, OK?).
It's well done, it's fun, it's nuzlockable, it's 8,5/10.

I'm not gonna lie, this hack is bad. It has features that no hack created should have:
"Lv.1 blast burn" - Pokemon on first routes shouldn't know much more than tackle/scratch/pound and some non-damaging move; eevee in viridian forest know doom desire and dive.
"I can't so I won't" - this thing all the way. The romhacker didn't know how to give player a national dex or how to make mew and deoxys obey, so non-kanto Pok?mon don't evolve and mew and deoxys don't obey. If you can't hack, how about not publishing your first attempts?
"I like this Pokemon. It will be broken" - I hate when people do this one. All the starters (real) are normal, unchanged Pokemon, while charmander has water absorb and someone told me that it also have altered movepool. Also eevee and skarmory (who is a starter, and zangoose is normal). It's clearly visible what the romhacker's favourite Pokemon are.
"One mon'd route" - treecko field? Latias field? This is just embarrassing. Have there been routes like these in legit games? No, and it was for a reason.
"Y'all need legendaries" - the first route is filled with these, there are two routes ("beginner's legends" and "legend bridge") which only have legendaries, and latias field."Zekrom lv.9 or under" - gengars and tyranitars before you get your first badge.
"I'll make it easy for ya" - free revives, almost free pokeballs.
"I'll make it easy for YA" - Trainers' teams are unchanged. I heard that E4's teams are different. I haven't finished this game, but I'm sure they (and Brock/Steven) are the only ones. It must be hard beating all those bug trainers with your tyranitar!
I might have missed something, but I gave 8 reasons why this game shouldn't be played. These are not just tiny errors, they're unforgivable! I can't believe there are people who enjoy playing this abomination. It's really not worth your time, reader.

I don't know what I expected
How would I call this hack? Unbalanced, unfinished, unoriginal, un... Ok, let's start this.
First
of all, I don't think it's actually finished. I mean, nothing is
changed but the first two routes and gym leaders. I don't see any note
about this game being a beta version so I assume the hacker just got
lazy and left it like this. Second thing, this game is glitchy as hell!
Wally encountered a ralts but because it's a starter it was overpowered
and knocked zigzagoon out. Wally sent bad egg and things got weird. What
was the author thinking? They knew Wally would be fighting ralts and
they failed to foresee what could happen? What's this thing with
ridiculously powerful starters anyway? [sarcasm] It's not like games are
supposed to be challenging! Oh, wait! It's balanced, because you can't
win your first battle with poochyena if you choose ralts![/sarcasm]. If
they could give ralts sacred fire, then why not pound?
Have I
mentioned that only the first three routes and towns are changed? They
actually look pretty well, but most of the players want to play for
longer than 5 minutes.
Let's go back to balance for a while, ok? What
pokemon do you expect to meet on the first two routes? Rattata? Starly?
Are you insane? Tauros, miltank and kangaskhan are the only reasonable
answers! 'Course you can meet the basic ones, but they aren't any less
common than these mentioned before. Oh, and the Petalburg woods also
have changed pokemon, even though it looks exactly the same as in normal
games, but the route before is completely untouched. Why would
you catch a ziggy or lotad when you can have kangaskhans, politoeds and
scyther already (not to mention that your starter is broken)?
I could as well...
