What are your thoughts on fining bullies?

What. This is crazy.
People can't expect little kids to pay $50 for bullying. How do you expect them to have the money? Their parents won't pay that. It's crazy to think they'll actually do it, and I don't really think it'll work. 
Thing is, I actually like the idea. This just scares kids so much that they may not even bully other kids which could turn out going correctly like people thought it would. I would really like for less people to get bullied and for less people to think that bullying is alright, which quite honestly drives me crazy that this is still a problem. 
However, if this actually turns out to be a program that can somehow work, I will be surprised but I would be impressed and I would be glad that a system that we were able to implacable actually turned out working correctly.
