In Vermillion city there is a fisherman who will give you an "old rod". This will only be able to catch Magicarp. The Next fishing rod is the "Super Rod" and it can be found on route 12 (Just look up your map in the item menu) This rod can catch a larger variety of water pokemon.

Oh ok, you didnt mention which game in your original post so I assumed it was either red, blue or yellow.

Magikarp evolves into Gyarados at level 20, neither evolutions can learn water gun by leveling up. To have gyarados learn water gun, youll need to give it TM12 - Water gun.

EDIT: I just found a table of all the pokemon who can learn water gun by leveling up.. http://bulbapedia.bulbagarden.net/wiki/Water_Gun_(move) When your on the page, press Control+F and search for "by leveling up" the table will be under this heading.

As I wrote above, I try myself to solve pokemon problems using Bulbapedia and I do not want to disturb you so much.
But now I have to ask for your help again!
I play Crystal Pokemon and it seems to be that the Bulbapedia keep something hidden from me!
My problems now:
1. To find TM08 to get Rock Smash move.Bulbapedia says to search it in Goldenrod Department Store. I've "digged" every stones in this Store, but nothing found!

Catching the Sudowoodo will earn you the gratitude of the man back
