Most games I've played that were scary, were only scary because they had jump scares..
But last game I played that shook me up was "Ju-on: The Grudge"..

Silent Hill games are definitely on my top for "scare the crap out of me" games not so much jumpy but creepy. Resident Evil is the only game that has ever made me jump though. And that was the other day too I will add lol. Another game that creeped me out was Saw.

Probably Slender. Not only was there the scariness of him chasing you and you being completely alone, but the end also scared me nearly half to death as well.

Well I recently played Slender Man for the first time....not scary, in fact it was just easy and tried to be unsettling but failed, but Bioshock made me jump but like mentioned before by another post most of the scary games nowadays are just jump scare type deals.

Running around in a broken down old manor in the first one with demon spirits trying to catch when your only defense is a sacred camera...... yeah, enough to keep me up for three days straight, nightmares for four months. If you like Slender or Amnesia, this game and the rest of the series is for you.
