Another thing that helps is running a lot. I do this for my sports and it gets me ripped. Well it got me that way, I have been for a while now. Once you get that way and stay on one rutiene then it is almost hard to gain back what you have lost. May I ask what you need these muscles for?

Keep in mind though that running does not build muscle in the upper body. Your legs will get larger. All it will do for your upper body is reduce the body fat, showing the muscle underneath, giving you a toned look. But if you actually want to get larger on the upper body, you have to give those muscles resistance workouts.

Basically you just have to take the recommended protein intake for your body weight (while lifting weights). Keep in mind though that the body can only absorb 50 grams per sitting.

I started this routine / method about 12 years ago, and I saw results within 2 months, but the results are continuous after that. That's the best I know from experience, unless you want to juice, which I never have, I've always had the mentality to build muscle the natural way.

Protein is important, and if you can maintain a healthy amount while exercising the parts of the body you want stronger, you should see some noticeable muscle gain after a couple months. Just no the difference between strength-building exercise and aerobic exercises.
