Tien would defiantly would win due to the he held back Cell with his Neo Tri-beam. Plus he can split apart. Well not exactly split apart duplicates of himself and still can use his four arm technique not to mention his telepathic ability as well. So Tien all the way.

This question doesn't even really need to be answered because it is so obvious who would win, but I'll answer it anyway.  Yamcha is useless.  He died against a Cybaman, which was the equivalent of Raditz.  We all know how weak Raditz was.  Tien was able to keep Cell, who was on par with Goku at the time, at bay for almost an hour.  Yamcha was beaten by Dr. Gero.  Which leads me to believe that if Yamcha even looked at Cell he would probably fall over dead. 

In conclusion, Yamcha sucks and would get his butt handed to him on a silver platter.
