Well, Jar Jar's the obvious pick.

If we can include video games though... I personally got really fed up with Bastila in Knights of the Old Republic. I've heard Jedi talk in their high and mighty light side sermons, but no one ever had the... arrogance displayed by Bastila. She came across as thinking herself better because she had the Battle Meditation and was a Jedi and "oh, they must have put me on this mission to test me so I can be a Jedi Master now!" attitude just... annoyed me.
Pre-reveal Carth was a pain too. Whiny and non-trusting and .

Honestly Padme annoyed the crap out of me. I loved the idea they had with her, but she was such a frickin' drama queen. Plus they try to put her off as a wise empress who is also a tough fighter. But she's kinda pansy as far as fighting goes. Her only purpose was to have Luke and Leah, and die so Anakin would become Darth Vader. Other than that, all she did was provide cheesy romance scenes and irritating half-hearted speeches. It's a shame because Natalie Portman is such a great actress. But I suppose every actor has their bad role.

The one that I absolutely HATED would probably be Selm from the Nausicaa of the Valley of the Wind graphic novels. He was such a goody-goody, and he was too flawless compared to all the other interesting and flawed characters.
