Upgraded RetroArch from 1.10.3 to 1.11.0

I've upgraded the version of RetroArch that Vizzed uses from 1.10.3 to 1.11.0 for most of the systems.

It's been a while since RetroArch has had a stable update, so this should include a lot of new enhancements.

Here's a list of every system that got upgraded to 1.11.0:
-Arcade
-Atari Lynx
-Commodore 64
-Game Boy
-Game Boy Advance
-Game Boy Color
-Neo Geo Pocket
-Neo Geo Pocket Color
-Nintendo NES
-Super Nintendo
-TurboGrafx
-WonderSwan
-WonderSwan Color
-Virtual Boy

Systems still using 1.10.3:
-Game Gear
-Sega Genesis
-Sega Master System

Systems still using 1.9.0:
-Atari 2600
-Atari 7800

Systems still using 1.7.7:
-Nintendo 64


If you experience any issues that are probably caused by the new version, let me know.
