I'm not sure exactly on which one I like.
So I'll do a decision for both franchises and their respective games.
Streets of rage:
1 point for still being ported to newer consoles, and not just nintendo ones.
2 points for not leaving out any content.
1 point for having extra detail on the characters while idle(in Final Fight they just stand still)
3 points for gameplay each character is unique, has good combos, has mixed up combos you can do, and special attacks.
1 point, only one of the games actually bothered to get the plot and cutscenes done correctly.
Overall: Streets of rage scores an 8 out of 10 overall for me.
Final Fight:
-1 The Snes port of Final Fight was pretty bad, It lacked Guy, A two player co-op mode, and a lot of other stuff was cut-out as well.
The Sega CD had a port of Final Fight, and it included everything that the SNES version lacked; so there's no excuses.
2 points good, solid gameplay.
Final Fight had good gameplay but even with Final Fight 3 the formula still felt outdone by streets of rage.
2 did good on the plot with cutscenes, pictures, and text explaining the overall situation in all of the Final Fight games.
(Streets of Rage 2 had cutscenes, but no text; you couldn't tell what was going on...)

Overall: Final Fight gets a 6 out of 10 for the entire franchise.
So overall I have to say Streets of Rage was better overall. I will always give Final Fight the credit it deserves for starting the beat'em up gendre, but Streets of Rage is far superior in almost every way(minus the plot).
