Idea comes from the Rate the Pokemon above you thread, and since there's sooo many moves in the Pokemon world, I think something like this might work. Games pretty simple, a user will post a move and the next user will rate that move and say why they gave that grade and then post another move to rate.

Example of rate, 5/10, 10/10, etc.


The first move to rate is going to be Hydro Pump.

Fire Blast is okay I guess. 

Although it got nerfed in Gen VI, it's still a pretty powerful move sitting at 110 base power. It has somewhat low accuracy of 85% but at least it's better than its elemental counterparts (thunder and blizzard). The low PP of 5 is what usually drives me away from it though as I prefer moves like Flamethrower or Heat Wave that can actually get you through a few battles without having to heal.

Strength is just a bad move in general. 

Sure, 80 base power isn't too terrible but when you realize that return is literally just a stronger version of strength it kind of ruins the point  of running it. Plus it's an HM and besides Surf / Waterfall / Fly those are never good.

I give Discharge an 8/10 because of the 30% chance to paralyze, and a great special Electric type attack to boot. I always use it over Thunderbolt or even Thunder. It is also good because it hits multiple targets in Double or Triple Battles.

Aura sphere is awesome, and if I'm not mistaken, Lucarios signature move. I mean why call it the Aura Pokémon, and have it learn an Aura based move (it's literally in the name lol) if that's not the case? Having 90 / 80 base power (depending on Gen), on top of a decent 20 PP, as well as being immune to evasion and accuracy modifiers, makes this one of the best all around Fighting type moves in the game. I have to give Aura Sphere a 10 / 10.

Next move up for rating will be Dragonbreath.

I'd give Gyro Ball a 7/10. It's a decent move, but not really one of my favorites. Not a big fan of Steel types in general, so I'm probably biased here, but I don't like it very much.
