This is the boss weakness order of Mega Man 9, including the Wily Stage bosses. This is my preferred order:
Splash Woman = Mega Buster (Does 2 points of damage per shot instead of the normal 1 point)
Concrete Man = Laser Trident (Splash Woman's Weapon)
Galaxy Man = Concrete Shot (Concrete Man's Weapon)
Jewel Man = Black Hole Bomb (Galaxy Man's Weapon)
Plug Man = Jewel Satellite (Jewel Man's Weapon)
Tornado Man = Plug Ball (Plug Man's Weapon)
Magma Man = Tornado Blow (Tornado Man's Weapon)
Hornet Man = Magma Bazooka (Magma Man's Weapon)
Wily 1 Spike Pushers = Mega Buster
Wily 2 Mega Mech Shark Phase 1 = Tornado Blow, Laser Trident, Charged Magma Bazooka
           Mega Mech Shark Phase 2 = Tornado Blow, Laser Trident, Charged Magma Bazooka
           Mega Mech Shark Phase 3 = Tornado Blow, Laser Trident, Charged Magma Bazooka
Wily 3 Twin Devil = Black Hole Bomb
Wily Machine 9 Phase 1 = Mega Buster (Reflect Eggs back to the machine's mouth)
Wily Machine 9 Phase 2 = Concrete Shot
Wily Capsule = Plug Ball (Use Jewel Satellite or Black Hole Bomb if needed)
For the optional Fake Man, use the Jewel Satellite.
