I know they raise one stat and lower another, but what does that mean exactly? Do you not get any points put on a particular stat and also get more points put into a stat when you level up?

Natures effect the growth of a Pokémon. Each nature increases one of its stats by 10% and decreases one by 10%. There are 25 in total and there are 5 of them that have no effect on the stat growth. Those natures being Bashful, Docile, Hardy, Quirky and Serious.

Let's say you have a Jolteon and his nature is Timid. This nature would increase this Pokémon's speed while decreasing it's attack. This make sense since Jolteon is a very fast Pokémon and it's not an attacker at all. To add onto what the others have said here, natures only really matter much outside of competetive play since you usually try to maximize the efficiency of a Pokemon's more important stats. In game you can get by with Pokemon of pretty much any nature, some even use them as a sort of RP thing giving your Pokemon different personalities.
