So, I got all eight badges, went to what would be Victory Road in the non-hacked games, and...there were three guards at the first gate who would not move and I could not talk to them. Is there a way past them I don't know about? Is it a glitch of some kind? Please let me know, because I have enjoyed the game quite a bit up to this point, and having my progress stopped because of something like this is pretty annoying.

So, after posting this thread, I apparently discovered the secret. It worked for me when I put the legendary bird I had captured (Lugia in this case) in my party, and exited the Pokecenter. I got a little monologue from my character that said 'I have all eight badges. I should talk to Prof. Oak.' I did, then I went back to Victory Road. Once passed the first few signs, the game asked me if I was sure I wanted to continue. I haven't yet, since I'm guessing the Pokémon trainers beyond that point will have 70+ level Pokémon, and mine are still around 55. But, I'm sure that the problem has been cleared up.
