I think they go by total medal count (otherwise silver and bronze would be pointless to award out if they didn't count) and american had 110 medals total, china with 100.

China might have a few medals taken away from them for cheating though.

Here's 3 reasons why it's wrong:
1. Being underage is an advantage not only physically but mentally. The children who are underage do not understand how big of a deal being in the olympics is so therefore there's less pressure which results into them making less mistakes.
2. It's for the safety of the kids. China is known to force their kids into gymnastics and make them train for a living, 8 hours a day (and no school). It's almost like child labor.
3. Rules are rules and it doesn't matter what the rules are, they are to be obeyed. They were aware of the rules and they were definitely aware that they were breaking the rules when they had to lie about the age of those children. Once you allow someone to cheat, everyone is going to try and find ways to cheat because once you let that door open a little, than it's going to continue to open until it's opened all the way.

Those are 3 very good reasons and the President of the IOC is also against this cheating.
