I'm attempting to figure out on how exactly to disable saving unless on designated save points. Is there any possible way to disable the save menu on the menu? IE: I'm a town but I can only save at the inn which has a save point but I can still save by going through the start menu. 
Is there anyway to disable that in towns and what not but still able to save on the world map?

That's quite easy to do.
Right click the map you want to change the save-settings for and click "map-properties". There's a button "allow saving?" which you can switch on "Yes" or "No".

Problem solved?

Bizzgeburt : I can see what you mean by that but what I mean specifically is in the Inn as I don't know how you can make to where you can't save in  it without being on designated point.

So, you mean that you need a designated "save-point" in a map that usually doesn't allow you to save unless you step on that square?

If it's that, what you're asking for, I have an idea that could possibly work:

Set the map-properties, so you can't save.
It may work with an event that's below the character (so u can step on it) ...
In the event-creator, there is that big white window on the right side of the menu, where u can fill in orders by right-clicking as far as I remember the interface of this programme ^^ ... I think there must be an order called "allow/forbid saving" or so ...
Did you try it that way yet?

IF there is an order like this ^^ ... "surround" the allow-saving-event-square with don't-allow-saving-event-squares ...

I don't own rpg-maker 2003 any more, so don't blame me for not knowing the exact words for the orders and the functionality.
