Well,the answer was shedinja.

it is gender less so it cant learn attract.

it has wonder gaurd ,its signature ability,that prevents any moves other than super effective moves to hit.

its genderless so it cant breed without a ditto

also,lastly,it evolves if  there is an extra slot in the party when its pre evolution nincada evolves,thus being the only evolutionary family to evolve into 2 pokemon at once.
