So recently I've been thinking about upgrading my laptop by purchasing a new one. With my old laptop its a Toshiba laptop that came with windows 7 installed(its been updated to windows 10) I've had this laptop since 2011 or 2010 honestly I don't remeber but the laptop now runs so slow and the battery literally will die in the matter of minutes when its taken off the charger,and also the files open up so slow and i actually type faster than the what the laptop can display the text. So any suggestions on what kind of either desktop or laptop to invest into next? Ideally the desktop or laptop i get need would be used for emulation gaming and probably minor personal business use(i.e. looking up my finances).

It depends on what you're looking for.

If you're looking into something that can run excellently no matter what, you might be better off building a desktop. A bit pricey but you can get great deals if you know what you're doing and I'd love to help you with that.

If you're looking for something that'll run fine with minor usage (as you seem to want), then you could probably just buy a pre-built and that'll be fine. I can give you a couple recommendations, but let me know what you're looking for between this two options and I'll be happy to help further.

Minuano : minor usuage, I don't want to build a desktop, but I just want a fast computer with decent specs that can emulate games at a decent frame rate(like DS and PS1) and for around $850 and below.

mastergame : not necessarily..just because something costs more or rather is exspensive doesn't mean its better quality take iphones for example... but i needed some help finding a good desktop or laptop at a resonable price thats specs. falls in line with what I'm looking to get out of it...but also I'd be picky on amazon or anything brought over the internet

How about cloud computers? $850 is enough to have a paperspace basic computer plan for 5 years or more, it works very well too, the PSX games i had lagged on with my laptop ran without issue. The best thing about a cloud computer is that your stuff will be safe from anything that could break your computer.

you just need a good internet connecton to stream paperspace. i have a somewhat good internt and it ran well.

I'd suggest going with Asus for gaming. I'm not so sure where your priorities lie on laptops, but they basically cover all the bases aside from battery. That could probably be helped with a power bank anyway.
