I have a lot of favorite winter/Christmas themed levels 

Blizzard Buffalo Stage from Mega Man X3. Has one of the best winter themes of all times. The City is covered in snow and ice. The moon is surrounded by cold cirrus clouds. There is also ice in the stage and the music is so winter like. 

The Freeze Man stage from Mega Man 7 has a nice winter theme to it. Snow is falling, trees with snow in the background on them and polar bear enemies 

World 5 from Yoshi's Island this is very good. The snow falls throughout the stage, there is cold top clouds in this world, even the enemies are dressed up. Yoshi even gets a toboggan or elf like hate in one of the stages. 

Freeze Way Peaks Banjo Kazooie- This is one of my favorite levels in the Banjo series. In this level there is lots of snow, Christmas Trees, Presents, enemies have on Santa hats. This level is even lite up with Christmas lights. 

Winter level in forest stage of Banjo Kazooie. This level is a seasonal theme of a larger level. But this is amazing to see in a game. The water is frozen, snow has fallen, the trees are a winter wonderland and the enemies with Santa/Elf hats are back. 

Super Mario Bros 2 Christmas edition. This is a hack of Super Mario Brothers 2 except the theme is a Christmas theme. All of the levels have snow and winter stuff in the background.
